1990年代の経済的自由主义の时代が访れるまで、インドの中小公司政策は雇用机会の提供をその最重要目的としていた。この政策は社会的安定に贡献したが、中小公司の生产効率改善やその商品の品质改善をもたらすことは少なかった。
これと対照的に、戦后日本の中小公司発展の契机は、1960年代における市场规模の拡大によってもたらされた。それとともに日本政府の中小公司政策は、社会政策的配虑よりも経済政策的配虑を志すべく衣替えし、市场竞争をその指南役とみなすようになった。
日印両国の経験の违いにもかかわらず、中小公司の発展には、社会経済的环境の変化とともに、社会政策的配虑から経営近代化の强调への政策的力点の移り変わりが重要だったことがわかる。それと共に、かつて特殊的と考えられた日本公司の経営政策が少なくともその一部はインドにも通用する合理的基盘にもとづくことや、インドの「伝统的」経営惯行にも合理的侧面があることが判明した。
このように本書は、インドの中小企業が、今後ともインド経済の改善とGDP成長に貢献するだろうことを示唆し、また期待している。(尾高 煌之助)
Until the 1990s, the age of economic liberalization, the Indian policy on the promotion of small- and medium-scale industry (SMI hereinafter) emphasized the supreme importance of providing employment opportunities. While the policy contributed to social stability, it did not contribute much to improvement in the productive efficiency and the quality of products by Indian SMIs.
By contrast, increase in the market size in the 1960s provided a starting point for the SMI development in postwar Japan. At around that time, Japanese government’s policy measures for assisting the SMIs transformed their basic nature, from that of .improvement in social welfare to that of advance in economic efficiency, whose guiding principle was market competition.
The comparison of SMI development experiences between India and Japan points to the importance of change in socio-economic environment as well as shift in policy emphasis from social policy to rationalization in managerial practices. It suggests that practices once believed uniquely Japanese are based in part on universally applicable rational factors, and that traditional Indian managerial practices are ascribable to rational explanation. All in all, the volume foresees ample opportunities for Indian SMIs in contributing to economic betterment and GDP growth.
